In /admin/user/notify, maybe it would be best if we can list all users here including those who have notification disabled/off so that it would be easier to do a batch notifications turn on. Or, maybe you can hook this to have a place in the user registration section so that people can choose to turn off (turned on by default is a possible preference) upon website registration. It has been seven year an three months.

At one point, a check-box were added so that the administrator could set default registration to be on for new registrations, and also a check-box in the user profile and registration form to turn this off. This feature is present in the 6.x and 7.x branches. Older versions are no longer supported.
