Discussion of updating our component organization to be relevant to D7 took place on #621618: Revamp MAINTAINERS.txt. Although we don't have a render.inc, we decided we do have a "render system". Currently, render system issues are being assigned to the "base system" component, but the "base system" maintainers are already stretched beyond their capacity, so being able to refile "render system" issues to its own component will be helpful.

This seems more tricky since render system applies to lots of places, instead of something concrete like ajax system. :/

Agreed that it makes sense to get more input on this. There was even the suggestion on #621618-129: Revamp MAINTAINERS.txt to merge render and theme systems together.
