A Quick look at the code doesn't show a link to Drupal.css, the mist usuual tell-tale sign?

I have my doubts that this is Drupal.

There are no tell tale signs but it is not hard or unusual for these to be stripped out. I know for a fact that 9rules uses Drupal.

They use Wordpress, not Drupal. They do have a lot of custom code going on there. I may be wrong..

Then Joomla or something else? However, I believe, as a non-tech user, Drupal or even WordPress can do the same.
