After selecting either operation and going through the confirmation, nothing happens! The rows are still in the table or the flag remains the same, respectively.

I just tried this out on a fresh installation using both the release, and the latest code from CVS and it works without issue. I can't debug this until I can reproduce it, so unless you can get this to be reproduceable on a fresh drupal installation I'll assume something else is going wrong at your end.
