This small patch makes all the fieldsets in the settings screen collapsible. This is a minor point, but it really helps clean the page up. Also, I missed that first collapsed fieldset the initial time I went to the settings page, because the one under it was gray.

I'd almost wonder if you could start with all of them collapsed, but that's probably more of a preference than an issue.

ok I did it. all settings grups are now collapsed by default.
