To add to this: the next page after this error shows a message and a warning:

/path/to/default/files/maps/dummy.map exists

warning: [MapServer Error]: msLoadSymbolSet(): First token must be SYMBOLSET, this doesn't look like a symbol file. in /path/to/all/modules/mappingkit/mapserver/mapserver.symbols.inc on line 39.
