Would like to allow users to collapse individual comment. Would also like to have it triggered by the actions module. I'm thinking digg style comment moderation.

I'm willing to copy the collapsiblock module and modify it, but it'll be my first drupal module, so I'll need some help.

Would it make sense to make it it's own module, or extend collapsiblock?

After looking at the collapsiblock code, it seems to me to be pretty tightly integrated to the a block-structure. So, likely not a lot to be gained integrating the two. I'll take a crack at it, but don't hold your breath. It's likely to be slow going for me. On the plus side, it should be a good learning experience.
