Now that #774706: Automated tests for project module landed, we have a project.test that defines a ProjectWebTestCase base class for shared setUp() and related functions. We should look at pift.test and see if any of that goodness should really be moved into project.test and then more easily shared between PIFT, project, and project_issue.
