As suggested here*, please change line 18 of the file 'themes\garland\page.tpl.php' from:

<div id="header-region" class="clear-block"><?php print $header; ?></div>

to:

<div id="header-region" class="clear-block"><a name="top"></a><?php print $header; ?></div>

This allows users to include a 'Back to Top' link at the bottom of (long) web pages, which visitors can click (instead of vertically scrolling back to the top).

anorexic anchors are bad code.
Why not link to any chosen #id like #header instead? All browsers do that correctly.
