Change "Account/Edit/Personal Information/Interests" into "Account/Edit/Personal Information/About me" and allow markup

Problem:

Commonly, people may want to know a bit about a user on drupal.org. For example, when I look at a user account page, it would be nice if I could see:
0) whether this person fits a specific kind of user "subculture" ... for example, if the user is a programmer:
1) what editor/IDE this person uses
2) which AMP stack does this person use
3) which programming languages this person uses besides PHP if applicable
4) which VCS this person uses
5) any other subculture-related information that is relevant to Drupal

Solution:
Allow the user to enter markup and provide this information.
