At the moment the anonymous user see the prices inclusive VAT. Adding condition (User is authenticated) doesn't help.

Have a look at the uc_vat module, I believe it can be configured to do this. This module (uc_vat_number) is used when you have business customers that enter their VAT number, and conditionally apply VAT based on that number and the customer's country.
