As far as I understand the "outline" function allows users to add a post to a book and this is limited to one book only. What seems strange to me is when the next user comes along and adds the same post to a different book the post is no longer included in the first book and there is no notification or warning. If I give my users permissions to use the outline function they will all be undoing the books which other users have created and no one will even know. Is there a way around this? Am I missing something?

When you edit it in the "structure" tab, you can see if the page is assigned to a book. If it is not already in a book, "first level" is selected.
But of course some people may still not pay attention and break existing books.

I'd also say a page shouldn't appear in several books (in a "regular website" at least, it may make sense in yours). I think it could be really confusing!
You could include the page in only the most relevant book and link to it in other books/pages.

I agree. There should be a warning sent or on-screen before changing a page's place.
I think in that case, it may be better to disable the Outiline function for disabled users.
