Jackson River demonstrated a dead-simple tool they created to upload a new WSDL file through the web.
This is a quick win, let's add it.

Patch for WSDL updater is attached. This is for the current alpha version. Dev version is coming soon.

Here is the patch for dev. Let me know if you have any issues with it. I'm assuming it will have to change slightly when we start storing the WSDL file in a different location.
