Andy_Lowe commentedUbercart is developed by a team. Currently TR is maintaining the 2.x branch (Drupal 6) and Lyle is maintaining the 3.x branch (Drupal 7). Ryan left Ubercart to start Drupal Commerce. It is a separate project starting from scratch.
The main differences are that there is very little code for the Drupal Commerce module and no contributed modules.
