Rotator overlaps other content using IE7

Issue Summary

A Views Rotator block is in top content, and usually appears as a rotating banner at the top of the screen as it should. However, on several computers using Windows XP or XP Pro 2002, IE 7 the banner overlaps other text on the page and sometimes is a very narrow, vertical strip on the left side of the content section that overlaps the content below.

This bug was corrected in 2008 (ahttp://drupal.org/node/300948) but apparently needs to be reopened because we seem to be seeing the IE7 problem again (see attached screen captures). It seems to work fine in current browsers (IE8, Firefox, Safari, Opera, Chrome).

Any suggestions other than just turn off Views Rotator?

I also saw the content overlap problem using any browser on a Drupal test site, but that site had other problems so I deleted it. Before deleting I tried setting the regions height specifically but it still overlapped. I also tried moving the block into a User region above Top Content (Salamander Skins theme) and it didn't seem to communicate to the user region height parameter, so the default user region height allowed the Rotator to overlap content in the Top Content region.
