On admin/reports/status you see below error message, nevertheless you have 6.x-2.0-BETA2 installed and POTX 6.x-3.1.

Localization Server	Not compatible with Translation template extractor
The Localization Server should be from a development snapshot later then July 19th, 2009 or at least 6.x-1.0-alpha4 to be compatible with this Translation template extractor.

D7 did not even had the install file. I've added it in with this check, since the tokenizer can still be disabled in compile time.
