On the settings page, after choosing a role to assign to all blocked users and saving, the first choice can no longer be chosen. This leaves the system in a state where blocked users MUST be assigned a particular role. The attached patch fixes this problem. I'm going to leave it here for a few days for comment before committing.

This is a much needed choice. I think the role changing code is a little buggy, too, because it gave the banned users the wrong role. I'm not sure if this is user error, though, because I have another person involved in moderation. I had to remove his access to Troll just to be sure.

If this is still an issue, please re-open and upgrade version to D7. Drupal 6 is no longer being maintained.
