"Allowing an OR in the filter UI." is included in Views 6.x-3.x. And according to the Views Or module page, this module will be deprecated.

i don't expect this to get added; but as a better record i'll re-open this. only filters support grouping in Views 3; not arguments (i.e. contextual filters) so the functionality that this module provided for D6 actually is not currently available in D7 (afaik)
