it would be very nice if a user which does a role upgrade has to agree to a different/advanced term of use. See module agreement for base functionality

Great idea. I am not sure if it makes sense to duplicate module behaviour?

It would be really nice to have a different terms of use for each role. It's not duplicate functionality: we need a registration based role specific terms of use. Agreement is not registration based, as in the project description:

The agreement is presented to users right after login.

It shouldn't be limited to upgrading roles as in the post above, but even upon initial registration, since modules like Auto Assign Role support different registration forms per role.
