A webform block is not listed on the Admin Blocks page (admin/build/block) as long as the webform is not published. To me this is counter intuitive. When I build a (live) site, the webform is still un published. But at the same time I want to add the block to the right region to prepare for CSS changes, etc. This is the time I need the block to be listed in the admin blocks page. The attached patches fixes this.

The default for Webforms seems to be unpublished. If the patch above doesn't make it in, I think it would be worth documenting the behavior in the README.txt file or elsewhere. It could be especially confusing for someone new to the Webform or Webform Block modules.
