Section "Field settings" is show 2 times, in first stage asking only for "Maximum length" of the field and in second for "Number of values" and "Maximum length" (this is present not only in Text)
Can we remove the first stage ?

This is just current behaviour IMO one is the field settings, the other is instance settings. Demoting to normal, I'm 99% sure there's another issue for this, but not sure where.
