Enabled
Enable or disable clean URLs. If enabled, you'll need ModRewrite support. See also the .htaccess file in Drupal's top-level directory."
If you have Apache 2.x you have to make a change in .htpasswd in the Drupal root directory.

I think you mean this patch? As far as I can see, this is a proposed patch that is not in the mainstream yet and will probably never go there.
I would contact the author of the patch if you want more information.
Next time, please add references like this in your request; you can not assume people know about every proposed experimental patch.
