These are in draft mode, in IRC yesterday JohnAlbin said he was going to redraft these (I believe) so I'd like postpone this until then, I'm not sure alphabetical will make it in.

http://www.cleancss.com will do it if you select the "Sort Properties" option, problem is it also does a lot of other things, like stripping comments. I use this tool when we shift from dev to production. Maybe some software out there, one of those CSS helper/writing programs that can do it?

I'm unable to configure this tool to output stylesheets that follow drupal coding standards.

I remember that there was a nice wizard in Expression Web, but I don't have access to this software right now.
