"page not in match list" on IIS 6.0 [#79947]

Referencing this page http://drupal.org/node/60696, this appears to be a common problem.

Logged in, I get the placeholder, but anonymous users get nothing and there is an HTML comment

in the source for all anonymous pages.

PHP 5.1.5
IIS 6.0
Windows 2003 Server Standard SP1

And that html comment is of course: adsense: page not in match list

Please do not open new issues for ones that have already been reported.

I don't run IIS and hence cannot reproduce the problem.
