Move background processing tools and advanced options to Notifications Tools

There are some modules to enable drush background processing and queue management and some options like logging

These are aimed only at huge sites that need some better tunning of the background processing. Small sites don't need them and I've noticed these options are mostly confusing users.

While moving them into separate modules of the package helps a little bit, there seems to be too many people that just enable all modules, then ask what they are for.

So as a UX improvement (especially for first time users) and to help ourselves on the issue tracker, these modules and options will be moved to a different package: Notifications Tools

I'll start with 'cron options' and the drush/queue modules...
