My current host (hostgator) can do it if I pay $75 one off + I'd have to pay for VPS or dedicated. Are there any other alternatives you would recommend for Red5?

Most shared hosting providers won't provide this technology because it uses a lot of resources, CPU as well, not just bandwidth. You might have to just do the VPS bit.
