Using latest version of Pressflow 5.22.49
When Use HTML login form is set:

Fatal error: Call to undefined function t() in /var/www/example.com/sites/all/modules/securesite/securesite.inc on line 16

When Use HTTP Auth is set:

Fatal error: Call to undefined function t() in /var/www/example.com/sites/all/modules/securesite/securesite.inc on line 37

This is a vanilla install of Pressflow with no other modules installed (except for admin_menu).

Before posting a "Does not work with Pressflow" issue, you should verify against stock Drupal core. It's not clear you've done this, and I'm specifically concerned because Pressflow and Drupal define t() at exactly the same time.

Both sites have no other modules installed or enabled (besides the ones installed/enabled by default). I haven't even turned on clean urls, run cron, or created a files directory... these are out-of-box as-is with the exception of the securesite module which was installed and enabled on both sites, and set to Use HTML login form
user/pass for both sites = test/test

I've attached screenshots of the modules pages for each site, and a single status report (because they are the same on both sites).

For the sake of completeness I've also tested this on D6 version of Pressflow and it works just fine: http://securesited6pf.chrdev.com/
So this issue is specific to 5.x

This version of Secure Site is not supported anymore. The issue is closed for this reason.
Please upgrade to a supported version and feel free to reopen the issue on the new version if applicable.
