Idea is to have a preference in ldap_api to designate ldap modules should not show forms except over ssl if they expect ldap credentials in the form.

- admin interface
- public function in .module that other ldap modules can call.

I do feel that this could be taken care of by another module, specifically Secure Pages (http://drupal.org/project/securepages). There doesn't appear to be a D7 version in the works but it seems like that would be a more worthwhile place for this. Just my $0.02.
