I will do a portal for person whith handycap.
I need a CMS that is accessible, i like Drupal CMS, but i haven't understand if drupal is accessible!
Drupal is WAI-AAA (or WAI-AA) ??????
I know that it depend also by skin and my content, but Drupal "empty" and with the basic skin in fully accessible?

A lot of work has gone into making Drupal accessible.
As far as I know, what Drupal outputs to the template is 100% accessible. How accessible a site is then depends on how the template is written.
I don't know about the default template, but Pushbutton is Section 508 and WCAG Priority 1 compliant. You can find more info on my development Website:

Accessible Themes
This is an old thread, but still comes up quite high in Google. There's been a lot written on accessibility & Drupal, but as far as evaluating Drupal 6 themes, I've done some work on that and blogged about accessible Drupal Themes.
There are so many modules, so many themes & so many ways content is delivered to the browser that it is a bit of a moving target for any active CMS. However Drupal Core and the Drupal Community is good and getting better all the time!
Unfortunately it seems that Robert Castelo's site is down (and has been since 2004 from Archive.org), however the page he linked to had this information in it:

I'm pretty sure I've used his Pushbutton template, but it is no longer available (certainly hasn't been upgraded). Hopefully though there will be more themes that comply with accessibility guidelines (Section 508 and WCAG 2.0).
