If you use the built-in Module installer (/#overlay=admin/modules/install). The file xxxx.tar.gz is renamed to xxxx.tar_.gz and after that, the installer does not recognize the file as an archive.
It is not possible to install modules.

also, file extensions should not be hardcoded in includes/file.inc

I'm pretty sure this is a duplicate of a solved issue (that I don't find now) and is now fixed.
