Admin access to subscriptions and subscription defaults

I'm a little unsure if this is a feature request or support request, depending on if I missed something in my google searches and the documentation. I have two issues:
1) When a new user is added to the system, I would like some subscriptions to be on by default. It would be nice if there was a way to set the default configuration for new users added to the system.
2) While item 1 is unavailable, I was hoping to manually select a few topics for a new user to be subscribed to but the subscriptions tab isn't visible when accessing user accounts from the admin account. It would be helpful if the addmin could modify this info (especially in the case of new accounts).

This looks pretty close to what I am asking for except the last post was over a year old, the patch posted was for 4.6 and there didn't seem to be any conclusion in that discussion thread. I'm still learning drupal from a user perspective so I don't understand enough yet to take the 4.6 patch for the old revision of the module and port it to the new version.
Give me a few more months before I get dangerous and start using my self taugh PHP knowledge to start hacking away at the code... :-)

Assigning subscriptions at user creation time is now implemented.
