This fixes the regression from D6 on #296693: Restrict access to empty top level administration pages, doesn't cover menu links, that's increasingly looking like a D8 task, just the items in the blocks.
Attached screenshot demonstrates the bug - disable shortcuts module to see it. Didn't attach an after screenshot, you just won't see the block if there's nothing in it.
Critical because #296693: Restrict access to empty top level administration pages and #591682: Config pages are effectively hardcoded to some subcategory of 'admin/config' are still marked as critical.
