Bad title, I know. I'll change that asap but need to create an issue for this so I won't forget. Here's what's going wrong.
If you need the jQp module for another module which depends on an library, after you installed it and go to a page the library is needed, you'll get a warning when the file is missing. In the warning a link is added to go to the library config form. When navigating there for the first time, the registry isn;t built yet. Change that path to admin/build/jqp and you're done.
