Not sure if it is a bug, but for me it is user experience.
When the Toolbar is enabled the roles are not staying visible at the top of the screen at /admin/people/permissions when scrolling down (I think it is, but not visible at the screen, toolbar is overriding / or a layer over the permissions)

The roles visible when scrolling down at the top is a new feature since Drupal 6, and realy like it, but also like the new toolbar in Drupal 7. Hope this can be fixed in final of Drupal 7.

I'm unable to reproduce this: both with and without overlay, the sticky header remains visible right below the toolbar/shortcut bar. Although this used to be an issue, it should have been fixed by #520368: Admin toolbar breaks sticky table headers.

@Jurjen, can you:

  • confirm that you are still experiencing this issue with 7.x-alpha7 or HEAD
  • confirm that javascript is enabled (sticky headers require javascript to work)
  • desribe your environment, including your browser and version
  • include a screenshot
