Allow admin to create external gadgets like google gadgets.

This feature could come as a side effect of getting the re-usable custom content type into CTools, since that would make it relatively easy to create simple custom content types in a separate UI and make them available.

@ajayg: I need you to clarify what you are asking for. Do you mean that we should let users create their own widgets with content from third party sites, or do you mean that we should allow people to display widgets on their desktop as widgets / gadgets?
