Allow siteadmin to mark/flag some widgets that can't be disabled by user.
A site admin may like to show some blocks (like important system messages) to always show on user dashboard.

This capability already exists but was depreciated for the drupal.org release.

Treating this as low priority for the time being. If you really wanted to, you can add this feature directly within the template for the widgets by simply disabling the close button for certain widgets.
