Dialog contextual module doesn't work for D7.
It may be that Dialog doesn't work at all in D7 for forms, etc.

Dialog is preventing all Contextual popups from working.

i'm thinking that since now we have Overlay and Contextual in D7 core, is it really necessary to replace them?
why not expand them, if they aren't good enough?

It still doesn't work byside of Overlay ...
critical since one and a half year? We should make decisions ...

LPCA: UI.dialog isn't comparible to Overlay. Overlay is made for administration and doesn't need accessibility and cross browser compatibility like UI.dialog provides. If they can't eat in the same kitchen, I would rather suggest to drop off Overlay then JQuery UI.Dialog, since it is cached in 60% of all user client browsers already anyway ...
