role permissions don't work unless admin edits account

Role Delay assigns users to roles, but users do not get the permissions assigned to those roles.

If you got to user/edit, the user has the role. But they can't access that role's permissions; i.e, if the role has forum posting permission, the user still can't post to the forum.

Only if an admin goes user/edit and saves the account (without changing anything), do the correct permissions take effect.

This only happens for some users, not all users...
