From the root account I have created a page. When I try to view this page as an anonymous user i get the message
"Access denied". So I set up the access control module, now when I open the access control tag on the page the options to allow access to anonymous user access is not available ( i can't put a check in the box).
I tries to set the access control permission for pages and I have the same problem.
I have set permissions to edit content_access module
grant content access authenticated user
grant own content access authenticated user
What is preventing me from setting setting view access for the anonymous user.

I have tried to re-build the access control "Are you sure you want to rebuild the permissions on site content?"
this has no affect.

I hate to ask but have you given anonymous users the ability to view content?

yeah, access content should be the first option at the top of the node module permission list...maybe try a new installation. I've never heard of of the access content choice actually missing.
