I have an odd problem where Panels "forgets" blocks of content im arranging/styling in the editing interface. It's almost impossible for me to use the module and I cannot work out what the problem is. I use a Fusion theme, but the problem exists whether I use a system theme, or the fusion one.
If anyone has an idea what the problem might be I'd pay to get it fixed, or answered.

I've had similar problems in the past, I can't remember the exact solution but I think using a different browser may have been a solution? Apart from that make sure you're using the latest stable release, and if you already are, try using the development snapshot version.

I had the same issue and figured out that clicking "Update and Preview" button does the trick (then hit "Save" after refresh). Using "Update" or "Update and Save" would always either disappear or move selected content into a different region. Hopefully, it works for you as well.

"Update and save" was broken in the last stable release. It is fixed in the current release.

o not know much about your problem, but I hope my answer helps you. When you create a new block and enable this, this will be only available in scope theme where it was created. is necessary to change theme,enable it again in the position you want (position block current theme = position block old theme), this does not happen with the blocks supplied to modules.

Someone fixed this for me. It turned out that an upgrade to latest dev releases of panels, ctools and skinr fixed the issue.
