Make My Site More User Friendly, Inviting, and Modern

Hello, I am looking for a person to help me with my website, http://www.psionicsonline.net . I do not want a full website redesign. I do, however, want my site changed to look more modern(maybe a more modern version of itself, or a similar design). I also want it to appear more user friendly, and inviting(we are a friendly community). I am thinking maybe also some user friendly icons, maybe some social aspects added too. Here is another site in my niche that displays GOOD social aspects:

Requirements:

1. Fluent English Speaker- Please send me a paragraph about yourself so I can verify this.
2. Someone that isnt doing a bunch of other projects at the same time.
3. Someone that is ambitious and creative, that is willing to help a non-profit organization out that is pretty strained financially(maybe you could give us ideas on how to bring in more money, so that we can do more).
4. I want to see a portfolio of relevant work.
5. XHTML/CSS
6. Vector
7. Must look the same in all modern browsers.
8. Giving me ideas for functions to implement is also part of this work.

Preferred:

1. No Indian Outsourcing Teams
2. United States, Canadian(Due to Time Zones) [STRONGLY PREFERRED]
3. Drupal Experience. This is a drupal site. I will strongly consider if you do not have drupal experience as I know how to code Drupal templates, but please send me your porfolio, especially if you know it is good!

5. Code that is SEO Optimized
6. IE6 Compatibility
7. People from Pittsburgh(I know this is an unlikely)

Some Things to Consider Involving this Project:

This project is being created because we cant keep visitors(though we can get them just fine). We want more people involved in our forums, chat, and more people becoming educated about the content on our site. The design should be more user friendly, should enhance the visitor wanting to be there, should show the visitor what we have to offer and why it would be a good idea to stick around. I want my site to be filled with people that read our content(which should look intriguing), and people that love to participate with each other on this website, not unlike a family. I want my website to also be like a democracy. It needs to be more modern looking and functioning.

About the Site:

We teach psychic abilities at no cost. This is a no bullshit website. enuff said.

What kind of content the site has:

1. Educational articles teaching people how ot do psychic abilities.
2. Articles that teach about the field.

11. We are looking at implementing a system that allows for site members to submit their own research.

Pay:
$8 an hour, max $100. Will consider "slightly" more for extraordinary work. I realize that this job is worth far more than that, but im a poor college student, and I work almost 60 hours a week just to afford a room to stay in and college materials. I cant afford to put in any more, and neither can this organization, which is all red ink right now.
