Why is it so difficult for developers to get a CVS account? I am not asking on my own behalf. Believe me, I am far from needing one. But in the last two days I have heard of three developers getting rejected for CVS accounts. These were not junior-level developers, but people that had developed useful modules that the community could really benefit from.
One module was called FlexiColor and took the color module to a whole new level, allowing the developer to call out CSS tags that other permissioned users could then go in and choose the color for the text or background.
The other was Autouser_registration which would allow anonymous users to create a node, but also create an account for them when they submit it.
I understand that these modules are similar to the Color and the Profile module. However they both bring features that those modules are missing.
Both of these developers related that they were rejected for a CVS accounts multiple times. I don't understand. Don't we WANT to encourage innovation? The best they could do was offer a zip file of the module. Do we really want that? This begs the question: Is Drupal really Open-Source?

Not sure but from what you said I'd be guessing it's because of the similarity to existing modules.
Rather than creating new modules have they tried working with the maintainers of the existing ones to incorporate their improvements?

As far as I understand it, not initially, they could contribute patches to the original project. Once the original project maintainer is satisfied they know what they are doing then perhaps they would get a CVS account.
Bear in mind the above is only as I understand it, I have no idea about coding therefore have no direct experience in how things work here, just based on reading the docs etc.
Follow up
As a follow up I wanted to mention that one of the individuals I spoke about with the specialized color module DID ultimately get a CVS account and released the module to the Drupal community. Check out http://drupal.org/project/flexicolor
I only spoke to the other developer in person. So I do not know the status on that module (Or his cvs). Although I still do not see how this duplicates any existing function.
