ecommerce 6.x-4.0-rc18

I think all the feature are now in for the final release of 4.0, and if you issues are found I am going to be releasing very soon.

• #798392 by Jax: Fixed Checkout keeps thinking I'm an anonymous. - Change how customer types are loaded so not matter what the order is the anonymous customer types will always come last.
• Change the display of the customer types so Anonymous is not Draggable.
• Fix up the charges export to use the CTools.
• Import import using the new ctools method.
• #812696 by danielb: Ec_anon() max() warning.
• Fix up implementation of the views access control for customer.
• Add automatic state select dialog for countries which have list of known states. This select will degrade gracefully when js is not enabled.
• Move all the js and css files to js and css respectively.
• Clean up some uninitialised variables
• Change the address form to use the same form as the checkout for the address.
