I am not quite sure why it is that way, but on my setup anonymous user don't see the actual translation of a node. can anybody confirm this? (also tried to set BLOCK_NO_CACHE in nodeblock_block)

I had a completely new D6 installation with i18n, nodeblock, and no other modules. I didn't change any of the default permissions. I created a content type that was available as a block. I enabled a second language. I created a node, translated it, and put the resulting block in a region. I then configured that block to only display to anonymous users.
Can you try to repeat your problem with a clean installation, and then figure out what combination of settings is causing the problem?
