This module is added by default to the other fieldset in administer -> modules

This would be easier to find if it was located in the webform fieldset provided by the webform module?

The "Webform" package only exists in the 3.x branch of Webform. I agree this module should probably go in that same group, though it will cause some inconsistency for Webform 2.x users.
