what i would like is a way to only allow users to flag a certain amount of a certain content type.
for example, only allowing a user to bookmark 3 blogs. So under flag configuration, I would like an option to specify whether or not this flag can be used a limited amount of times per user, then specify how many times per user the flag can be used.

Is this possible?

This isn't supported in Flag directly and probably won't be in the at least the initial 2.0 release. I answered a similar question on how to do what you're describing in this issue though: #812372: +1 vote system question.
