I need to now how to change the title "Blogs" and "# "User Name blog" to "Publications" and "User Name Publications".

Check out the String Overrides module.

It will do exactly what you want.

It worked on the title, thanks again, can I change the breadcrumb and user links too?

Some terms can be changed, and some can't. I don't remember if breadcrumbs can or can't.

You have to read the String Overrides documentation carefully. It tells you how to search for strings that can be overridden. I found it a bit tricky.

But it's still a great module. You just have to be clever with it.
