Yesterday evening i activated javascript compression, since that the admin side of the side has lost a lot of links,
I mean that what I could see before under "create content", "site building", site configuration is not there anymore, the tabs are empty or almost empty and i can't access the performance options from the admin anymore....

Is there a way to deactivate javascript compression at a database level?

Look at preprocess_js in variable table. Although this issue looks like you need a menu rebuild. Launch update.php to trigger menu rebuild.
