Is there a way to not have content published to the home page be shortened, requiring users to click on the content title to see the whole page/article/book page?

If not, is there a way to add a "read more" link at the bottom of each summary?

Check out admin/settings/node. This will bring you to the "Posts" settings page. You can adjust your teaser length there. It's not exactly what you are asking for, but may be a quick and easy compromise.
