Wrong convert international characters

Step:
1) Type word Hello by russian 'Привет'

2) Insert link and Disable rich-text editor

3) As result after Enable rich-text editor or preview page

I did patch for resolving the problem.
Dont' use escape javascript function for utf-8 characters, please.
